Informationen über das chinesische Beamtenprüfungssystem erreichten Europa schon im späten 16. Jahrhundert mit den Berichten christlicher Missionare. Schriftliche Prüfungen zum Eintritt in den Staatsdienst sind in Europa jedoch nicht vor dem späten 18. Jahrhundert eingeführt worden. Die folgenden Zitate aus Werken europäischer Staatstheoretiker illustrieren das Chinabild von europäischen Staatsdenkern der Zeit.

Sein Wissen über das chinesische Kaiserreich und das kaiserzeitliche Prüfungssystem bezog Voltaire (1694-1778) größtenteils aus Jean Baptiste du Haldes (1674-1743) Description de la Chine (Ausführliche Beschreibung des Chinesischen Reiches) von 1735. Diese wiederum basierte auf Berichten von jesuitischen Missionaren, die schon seit Beginn des 17. Jahrhunderts in China aktiv waren. Darüber hinaus las Voltaire Literatur zu China und korrespondierte mit zurückgekehrten Missionaren (Rowbotham 1932, 1051–52). Voltaire bewunderte das chinesische Kaiserreich als im Sinne der konfuzianischen Ethik von treuen und aufgeklärt gebildeten Staatsbeamten regiertes Reich. Damit projizierte Voltaire seine Vision eines von aufgeklärter Rationalität geprägten Staates auf China. Eine ähnlich positive Wahrnehmung Chinas teilten französische Denker wie Denis Diderot (1713-1784), dessen einflussreiche Enzyklopädie Dictionnaire encyclopédique einen Artikel zu China enthält, sowie François Quesnay (1694-1774), der die Einführung schriftlicher Prüfungen für den Staatsdienst ebenso befürwortete. Voltaires Begeisterung für China ist im Kontext eines französischen Zeitgeistes der Faszination für das Land zu verstehen. Diese als Chinoiserie bezeichnete Bewunderung für das Land zeigte sich nicht nur in Bezug auf das Verwaltungssystem, sondern auch in der Kunst, Handwerk und (Garten-)Architektur. Er wirkte im Laufe seines Lebens u.a. in Wien, Göttingen, Kopenhagen und Berlin, wo er in verschiedenen Funktionen z.B. als Professor, Polizeidirektor und Leiter der preußischen Bergwerke tätig war. Justi setzte sich ausführlich mit Verwaltungsfragen auseinander. Sein Wissen über das chinesische Beamtenprüfungssystem bezog er aus Jean Baptiste du Haldes (1674-1743) Description de la Chine (Ausführliche Beschreibung des Chinesischen Reiches) von 1735. In seinen Vergleichungen stellt Justi den preußischen Beamten direkt den von jesuitischen Missionaren beschriebenen chinesischen Mandarinen gegenüber und plädiert für die Einführung eines offenen Prüfungssystems nach chinesischem Vorbild. Dabei wendet Justi sich insbesondere gegen den Einfluss des Erbadels im öffentlichen Dienst und die Rekrutierung nach „Gunst“ und „Geburt“, die er als Grundproblem der Verwaltung in Preußen identifiziert (Jacobsen 2015, 432–35). In China hingegen glaubt er ein System zu entdecken, das allseits gebildete und dem Wohle und der „Glückseligkeit“ des Volkes dienende Beamte rekrutiert und befördert. Implizit in Justis Ausführungen ist auch die Idee einer Kammer, bestehend aus gebildeten Persönlichkeiten, die mit gleichwertiger Stimme Empfehlungen an den Monarchen aussprechen können. Der oben zitierte Artikel des Associate Professors für Transnationale Geschichte an der Universität Roskilde in Dänemark, Stefan Jacobsen, gibt auch Aufschluss über Justis Einfluss auf Friedrich den Großen (II) (1712-1786) (Jacobsen 2015, 435–37): Friedrich stand mit Voltaire in Briefkontakt und lernte direkt von Christian Wolff, der als Professor an der Universität Halle zunächst aufgrund seiner Aussagen zum chinesischen Konfuzianismus als „Atheist“ verbannt wurde und nach Marburg floh, bevor Friedrich der Große ihn zurück nach Halle holte. Ebenso nahm Friedrich die Schriften Justis wahr. Er unterstützte die Idee einer nach meritokratischem Prinzip erwählten Beamtenschaft, die dem Wohlergehen der Bevölkerung dienen sollte. Friedrich führte unter diesem Einfluss die von seinem Vater angestoßenen Verwaltungsreformen weiter: So wurde 1770 eine Ober-Examinationskommission eingerichtet, die theoretisch allen Preußen mit entsprechenden Fähigkeiten ermöglichte, Staatsdiener zu werden. Staatsdenker*innen und Verwaltungsangestellte wie Thomas Taylor Meadows (1815-1868) setzten sich für die Einführung von Prüfungen auch für den Staatsdienst ein. Meadows war zwischen 1842 und 1854 als Übersetzer am Konsulat in Guangzhou 廣州 (Kanton) tätig und veröffentlichte in dieser Zeit seine Notizen. Seine Forderungen nach einem ähnlichen Prüfungssystem für Verwaltungsangestellte in Großbritannien fand mit dem Northcote-Trevelyan Report von 1855 Gehör: Dieser forderte die Einrichtung eines Öffentlichen Dienstes (Civil Service), dessen Beamte leistungs- und wettbewerbsorientiert rekrutiert werden sollten. Die Forderung wurde 1870 umgesetzt (Boyer und Kang 2001, 6–8). Das Chinabild in Europa entfernte sich ab Mitte des 19. Jahrhunderts, also nach der Veröffentlichung von Meadows Notes, zunehmend von der vorangegangenen Faszination und Bewunderung für das traditionsreiche Kaiserreich. China, das sich dem globalen Handel und moderner Wissenschaft und Technik zu verwehren suchte, wurde als verstocktes und rückständiges Reich wahrgenommen.
